Franklin County makes the swimsuit issue

About 60million people around the world are going to have to learn to pronounce Apalachicola afterthey open their Sports Illustrated swimsuit editions on Tuesday.

That’s because Franklin County willfeature prominently in what most likely the most popular magazine issue inhistory.

Sports Illustrated photographers and swimsuitmodels were in the county last October taking the shots that the world will seewhen the magazine comes out next week.

Part of the reason the Gulf Coast waschosen as one of the 5 locations for the magazine was to help draw attention tothe area which has seen some difficult times in recent years.

The shoot was a poorly kept secret as it had to bementioned at a televised county commission meeting last year so the Apalachicola bay chamberof Commerce could get the funding to host the shoot.

But it turns out that Franklin countyresidents know how to keep a secret, and there was very little discussion aboutthe photo shoot until USA todaymade the official announcement last Friday.

And actually Franklin County may geta mention on National TV Monday night as the cover for the swimsuit issue isunveiled on Late Night with David letterman.

The issue will be available Valentine’s Day onnewsstands, on SI.com and for tablets and phones.

Locally there will be a party to celebrate Franklin County’s newfame on Thursday afternoon at 5:30 at theGibson Inn in Apalachicola.

Franklin County commission redirects sales tax dollars to pay for past-due bills

Franklin County Commissioners have agreed toredirect proceeds from a local health care sales tax to help Weems Memorial Hospital pay itspast due bills.

Local voters approved the sales tax increase in2007 – the proceeds of the tax will be used to pay for a new urgent care clinicin Carrabelle and to upgrade or replace the aging hospital in Apalachicola.

The Carrabelle clinic is already in operation, theapplication for constructing a new hospital in Apalachicola is stillunder review with the federal government.

On Tuesday the county commission agreed to let thehospital use the next 6 months of tax revenue, about 250 thousand dollars, tocatch up on some overdue bills.

The hospital will use the money plus money from itsown billing to pay off Tallahassee Memorial Hospital to thetune of 265 thousand dollars and to pay a lawsuit with the hospitals oldemergency room management team for another 130 thousand dollars.

Board members said they will allow the hospital touse the tax revenues collected between last November and next April to help inthose payments.

Commissioner Noah Lockley said this is the besttime to make this move while the new hospital project is being held up.

Commission chairman Pinki Jackel said the Hospitalis a major economic generator for Franklin countyto the tune of 6 million dollars and she feels helping the hospital is one ofthe most financially responsible actions the county commission can take.

Weems Hospital announces new staff members

Weems Memorial Hospital has added some new members to its staff that will help increase medical services county-wide.

The hospital announced this week that it has brought in Doctor Eugene Charbanneau to work at the Weems medical center east Clinic in Carrabelle.

Doctor Charbanneau formerly served as the medical director for the Health departments in Liberty and Franklin counties.

He will officially begin work at the Carrabelle location on March the 1^st.

Weems also announced a new dietician to the hospital.

Erica Seska started work on February the 1^st.

Weems Said that she will begin free dietary classes for diabetics in the near future.

The hospital said it is also in negotiations to bring in a nurse practitioner and should have more information about that very soon.

City of Tallahassee News Release - Temporary Cold Night Shelter Open Saturday and Sunday Nights

Temporary Cold Night Shelter Open Saturday and Sunday Nights
With low temperatures forecasted to drop to near or below 35 degrees for three or more hours this weekend, Feb. 11-12, a team of area human service agencies, local government and the faith-based community will once again open the temporary cold night shelter.
Any adult male who needs temporary shelter from cold weather Saturday night, Feb. 11, and Sunday night, Feb. 12, should report to The Shelter at 480 West Tennessee St. The Shelter will arrange for transportation to the temporary cold night shelter. The temporary cold night shelter is located at the First Baptist Church, Christian Life Center, 108 West College Ave. The cold night shelter is coordinated by The Shelter. It opens at 9 p.m. and remains open overnight, closing the following morning at 6:45 a.m.
The temporary cold night shelter is open to adult males only. Women and families with children are advised to proceed to The Shelter, located at 480 W. Tennessee St.
StarMetro, the City of Tallahassee's mass transit system, will provide transportation between The Shelter on West Tennessee St. and the temporary location at First Baptist Church, when open. One trip is scheduled, with departure from The Shelter at 9 p.m. Adult males must pre-register at the Shelter by 7:45 p.m.; no walk-ins at the cold night shelter will be allowed. A return trip to The Shelter from the temporary location departs the following morning at 6:45 a.m. With moderating temperatures expected as of Monday, the temporary shelter location will be available only Saturday and Sunday nights.
Volunteers from the local faith-based community continue to provide assistance at the First Baptist Church location. Cots and blankets are being provided by the Capital Area Chapter of the American Red Cross. Security is maintained by staff from The Shelter.

Gulf of Mexico Fishery Management Council to Convene its Law Enforcement Advisory Panel

The Gulf of Mexico Fishery Management Council will hold a meeting of its Law Enforcement Advisory Panel in conjunction with the Law Enforcement Committee of the Gulf States Marine Fisheries Commission. The meeting will convene at 1:00 p.m. Tuesday, March 6, 2012, concluding no later than 5:00 p.m., and will be held at the Marriott Courtyard Gulfport Beachfront Hotel, 1600 East Beach Boulevard in Gulfport, Mississippi.

During its meeting, the Law Enforcement Advisory Panel, along the the Law Enforcement Committee of the Gulf States Marine Fisheries Commission will consider the status of recently completed amendments and other regulatory actions, as well as the scheduled completion of ongoing actions.

The two groups will also:

Discuss the National Center for Disaster Fraud/Gulf Coast
Review the status of Joint Enforcement Agreements and enforcement efforts
Consider holding a summer work session to develop a 2013-2016 Strategic Plan and a 2013-2014 Operations Plan
Discuss Gulf seafood trace and trip ticket enforcement
Receive reports of the state and federal members
Discuss other activities related to the Gulf States Marine Fisheries Commission's Inter-jurisdictional Fisheries Program and Law Enforcement Summary

The Law Enforcement Advisory Panel consists of principal law enforcement officers in each of the Gulf States, as well as the National Oceanic and Atmospheric Administration (NOAA) Law Enforcement, U.S. Fish and Wildlife Service, the U.S. Coast Guard, and NOAA General Counsel for Law Enforcement.

Time is running out to comment on the Draft Phase I Early Restoration Plan and Environmental Assessment for the Deepwater Horizon oil spill.

This draft plan of proposed early restoration projects was made available for public review and comment in December. It describes eight proposed projects, two each in Alabama, Florida, Louisiana and Mississippi, that are intended to benefit injured marshes, coastal dune and nearshore habitats, oysters, and human uses of natural resources.

The Natural Resource Damage Assessment trustees collected comments at public meetings throughout the Gulf region in January and February, but it's not too late to make your voice heard.

Submit your comments by Feb. 14. We also invite you to learn more about the early restoration process for the Deepwater Horizon spill.

Beginning February 13, 2012, the Florida Departmentof Agriculture and Consumer Services, Division of Aquaculture will implementsmall, temporary zonal closures of shellfish harvesting area #1642.

This is being done to minimize impacts toshellfish harvesting areas during the course of two projects in Apalachicola Bay. The temporary closure zones will move as workis completed in each area. Each closurezone will be reopened for harvesters as work is completed in that area. Updated maps will be posted on the Divisionof Aquaculture’s web site at: http://www.floridaaquaculture.com/pdfmaps/1642.pdf

Weekly map updates will be distributed tocertified shellfish processors in the area and will also be available at theDivision of Aquaculture’s Apalachicola Shellfish Center located at 260 Dr. Frederick S. Humphries Street.

Some upcoming events at the Apalachicola Maritime Museum

March 10 at 7 pm: Archaeologist Franklin Price will give a presentation on the Flintlock site on the Apalachicola River. This interesting archaeological site was discovered by river divers, and was found to contain a variety of artifacts spanning centuries, including stone projectile points, fragments of a wooden watercraft, a bayonet, a copper arrowhead, and flintlock gun barrels. Price is a Senior Archaeologist with the Florida Division of Archaeological Resources in Tallahassee. Reception on the docks to follow.

March 17 at 7 pm: Award-winning author and kayak enthusiast Doug Alderson, whose books include Waters Less Traveled: Exploring Florida's Big Bend Coast, Encounters with Florida's Endangered Wildlife, Wild Florida Waters, and Seminole Freedom will give a talk about paddling opportunities in the region as well as a look at endangered wildlife in the area. FWC moves forward on plan to manage, conserve Florida black bears

The Florida Fish and Wildlife Conservation Commission (FWC)is moving ahead on its plan to manage and conserve Floridablack bears so they are never again at risk of extinction. With the bearpopulation rebounding from about 300 to 3,000 over the past 40 years, the FWCrecognizes Florida’s conservationsuccess with bears and recommends the state’s largest land mammal be removedfrom the threatened species list.

The Commissioners today (Feb. 9) discussed the draft FloridaBlack Bear Management Plan, a proposed black bear conservation rule, and heardpublic comments and suggestions. Final action on the draft bear management planand rule was not taken today. The Commissioners are scheduled to take up arevision of the draft plan and the rule during their June meeting.

Pointing out a paragraph in the draft bear plan tracking thefall and rise of Florida’s bear population, Commissioner Brian Yablonski said,“We had 750,000 people in Florida in 1914 and we had roughly 3,000 bears, andhere we are at the last data point in 2002 and we’ve got 17 million people in2002 and about 3,000 bears. That’s an amazing success story. I think this is avery positive day.”

Commissioner Richard Corbett said, “The major focus is how wemanage and protect with a major population increase of bears and a majorpopulation increase of humans.”

Thedraft bear management plan, released on Nov. 10, 2011, was followed by a two-month period ofpublic input, which included public workshops in Bristol,Naples, DeLand and Gainesville.Floridians offered feedback at the workshops, online where the draft plan wasposted at MyFWC.com/Bear,and by mailing written comments. About 2,500 comments were received fromprivate citizens and stakeholder groups on the draft plan. Additionally, peoplehad the opportunity to speak at today’s meeting.

The public commented on issues such as updating bearpopulation estimates, reducing human-bear conflicts and continuing the reviewof land-use changes impacting bear habitat.

Membersof the public also expressed opinions on whether to allow bear hunting in Floridaand whether taking bears off the state’s threatened species list would impactbear conservation.

FWCstaff is recommending following many of the public’s suggestions to change,clarify and improve the overall plan.

Commissioners also gave tentative approval to a proposed FWCrule that would make it unlawful to injure or kill bears, continuingprotections similar to the ones granted to bears as a state threatened species.The rule additionally commits the FWC toworking with landowners and regulating agencies to guide future land use to becompatible with objectives of the bear plan.

The draft plan proposes:

§ Seven bear management units (BMUs) toreflect areas where Florida’sblack bear populations are concentrated. The units would offer the opportunityfor local input on managing bear populations and habitat. For example, the Central BMU, based in Ocala National Forest, has the largest estimated population ofabout 1,000 bears; the East Panhandle BMU encompasses Apalachicola National Forest, with roughly 600bears; and the South Central BMU in Glades and Highlandscounties has about 175 bears.

§ Creation of “Bear Smart Communities” inareas of high bear activity. A “Bear Smart Community” would involve itsresidents, businesses, public agencies and schools in educating people abouthow to live in bear country and respond appropriately to human-bear conflicts.For example, the U.S. Air Force’s Hurlburt Field in Okaloosa County switched to bear-proofgarbage cans and dumpsters, instituted an active education program and trainedpersonnel in appropriate responses to human-bear conflicts. After two years ofthese efforts, Hurlburt experienced a 70-percent reduction in human-bearconflicts.

Temporary Cold Night Shelter Open Tonight
With low temperatures forecasted to drop to near or below 35 degrees for three or more hours tonight, Feb. 9, a team of area human service agencies, local government and the faith-based community will once again open the temporary cold night shelter.
Any adult male who needs temporary shelter from cold weather tonight should report to The Shelter at 480 West Tennessee St. The Shelter will arrange for transportation to the temporary cold night shelter. The temporary cold night shelter is located at the First Baptist Church, Christian Life Center, 108 West College Ave. The cold night shelter is coordinated by The Shelter. It opens at 9 p.m. and remains open overnight, closing the following morning at 6:45 a.m.
The temporary cold night shelter is open to adult males only. Women and families with children are advised to proceed to The Shelter, located at 480 W. Tennessee St.
StarMetro, the City of Tallahassee's mass transit system, will provide transportation between The Shelter on West Tennessee St. and the temporary location at First Baptist Church, when open. One trip is scheduled, with departure from The Shelter at 9 p.m. Adult males must pre-register at the Shelter by 7:45 p.m.; no walk-ins at the cold night shelter will be allowed. A return trip to The Shelter from the temporary location departs the following morning at 6:45 a.m. With moderating temperatures expected as of tomorrow, tonight will be the only night the temporary location will be available this week. A conference call will be held tomorrow, Feb. 10, to discuss the potential for emergency shelter operations this weekend as colder weather is predicted to return to the area by Saturday night.
Volunteers from the local faith-based community continue to provide assistance at the First Baptist Church location. Cots and blankets are being provided by the Capital Area Chapter of the American Red Cross. Security is maintained by staff from The Shelter.

FWC approved 7 day a week oyster harvesting during summer season

Apalachicola bayoyster harvesters are going to have more days a week they can work during thesummer season.

The Florida Fish andWildlife Conservation Commission on Wednesday agreed to allow commercial oysterharvesting 7 days a week beginning this year.

Previously,harvest was not allowed on Fridays and Saturdays from June 1st through August31st or on Saturdays and Sundays from September 1st through November the 15th.

The newrules will go into effect June 1.

Thisincreased number of harvesting days was done in response to recent rule changesthat drastically cuts the number of hours that oystermen can work during thesummer months.

Theseven-day work week will hopefully allow Apalachicola Bay oysterharvesters the ability to make up for some time lost in harvesting because ofthe new earlier delivery times.

County commissioners doubt the Carrabelle Health Department will reopen

People waiting for health services to return to theCarrabelle health Department might be waiting for a while.

The clinic was closed without warning in September tomuch anger from residents and county commissioners.

Commissioners have been working ever since to havethe site reopened, but its not looking to hopeful.

County planner Alan Pierce along with CommissionChairman Pinki Jackel met with state health department officials last monthwhere they were informed that the clinic has a minor mold problem that

they believe will be solved within 30 days.

But even after that services will return to thebuilding very slowly if at all.

The first service to return will likely be a WICrepresentative one day a month.

Health Department officials said there is also adental program that could be placed in the Carrabelle building, but countyofficials say there has been no commitment made to re-open the Clinic asbefore.

County attorney Michael Shuler said his read on themeeting is that the health department has no intention to provide primary carefrom that location again.

The decision will impact the health department’sbottom line.

The county commission was holding nearly 160 thousanddollars which they planned to distribute when the Carrabelle location startedoffering services again.

On Tuesday the board voted to take the bulk of thatmoney and give it to Weems memorial Hospital to help fund the Weems Medicalcenter East Clinic.

FWC approves new gag grouper fishing rules

Franklin Countycommissioners have issued a letter of opposition to gag grouper rules that wereapproved by the Florida Fish andWildlife Conservation Commission this week.

TheFWC approveda plan to bring state gag grouper rules into line with federal rules as a wayto help rebuild the fishery.
Thegag grouper rebuilding plan for the Gulf of Mexico includessetting the recreational season to July 1 through October the 31st anddecreasing the commercial minimum size limit from 24 inches to 22 inches.
CommissionerBevin Putnal said the plan basically cuts out fishing for gag grouper in ourarea altogether because the time that the fishery will be closed is basicallythe only time you can catch the species.
However,the county commission’s opposition may have already been addressed.

The Fishand Widlife Conservation Commission authorized an executive order opening gaggrouper season in the state waters off Taylor, Jefferson, Wakulla and Franklincounties, including Apalachicola Bay and Indian Pass duringApril, May and June.

It wouldclose harvest in those waters during the July-to-October season.

The FWC saidthat change will better align fishing opportunity with fish availability.

FWC Commission votes to increase commercial fishing opportunities

Some of Florida’s commercial fishermen will soon have more fishing opportunities, thanks to changes made by the Florida Fish and Wildlife Conservation Commission (FWC) at its Wednesday, Feb. 8, Commission meeting. Management changes will be made to the king mackerel harvest in southern Florida and the oyster harvest in Apalachicola Bay.

Commercial king mackerel fishers harvesting from waters off Monroe County will be able to land and sell their harvest in Collier County from April 1 to July 1. The Commission took this action because commercial fisherman can’t land their catch in Collier County because the season usually closes before April.

When the waters off Collier County are closed, commercial fishermen harvesting from Monroe County waters experience economic hardships because they must travel farther distances to sell their fish. The change will allow these fishermen to travel a shorter distance to sell their catch.

The Commissioners also approved a measure that will allow the harvest of oysters for seven days a week in Apalachicola Bay. Previously, harvest was not allowed on Fridays and Saturdays from June 1 through Aug. 31 and on Saturdays and Sundays from Sept. 1 through Nov. 15. The measure will go into effect June 1. This increased harvesting opportunity comes in response to management changes in 2010 by the Florida Department of Agriculture and Consumer Services that require oyster harvesters to deliver their oysters by a specified time of day during the warmer months of the year. The seven-day work week will allow Apalachicola Bay oyster harvesters the ability to make up for time lost in harvesting because of the new earlier delivery times.

Shark attacks down worldwide but Florida is still number 1

GAINESVILLE, Fla. — Shark attacks in the U.S. declined in 2011, but worldwide fatalities reached a two-decade high, according to the University of Florida’s International Shark Attack File report released today.
While the U.S. and Florida saw a five-year downturn in the number of reported unprovoked attacks, the 12 fatalities — which all occurred outside the U.S. — may show tourists are venturing to more remote places, said ichthyologist George Burgess, director of the file housed at the Florida Museum of Natural History on the UF campus.
“We had a number of fatalities in essentially out-of the way places, where there’s not the same quantity and quality of medical attention readily available,” Burgess said. “They also don’t have histories of shark attacks in these regions, so there are not contingency plans in effect like there are in places such as Florida.”
Seventy-five attacks occurred worldwide, close to the decade average, but the number of fatalities doubled compared with 2010. Fatalities occurred in Australia (3), Reunion (2), the Seychelles (2) and South Africa (2), with one each in Costa Rica, Kenya and New Caledonia. The average global fatality rate for the last decade was just under 7 percent, and it rose to 16 percent last year. Excluding the U.S., which had 29 shark attacks but no deaths, the international fatality rate averaged 25 percent in 2011, Burgess said.
“We’ve had a decade-long decline in the number of attacks and a continued decline in the fatality rate in the U.S.,” Burgess said. “But last year’s slight increase in non-U.S. attacks resulted in a higher death rate. One in four people who were attacked outside the U.S. died.”
Florida led the U.S. with 11 of its 29 attacks. Other countries with multiple attacks include Australia (11), South Africa (5), Reunion (4), Indonesia (3) Mexico (3), Russia (3), Seychelles (2) and Brazil (2). While the higher number of fatalities worldwide came as a surprise, the drop in the number of U.S. attacks follows a 10-year decline, Burgess said.
“It’s more than coincidence that we’ve had this drop over this last decade,” Burgess said. “The fact is, that’s a downward trend, and there has to be a cause for that. People might argue there’s less sharks, but since the late 1990s, populations have begun a slow recovery. By contrast, the number of attacks in the United States and Florida suggests there’s been a reduced use of these waters.”
Florida’s attacks historically lead the U.S., and as a high aquatic recreation area, especially for surfers, Volusia County leads the state. In 2011, Volusia County again led the state with six attacks, but it was the lowest since 2004 (3).
“It’s a good news/bad news situation,” Burgess said. “From the U.S. perspective, things have never been better, our attack and fatality rates continue to decline. But if it’s a reflection of the downturn in the economy, it might suggest that other areas have made a real push to get into the tourism market.”
The next step to reducing the number of fatalities is creating emergency plans for these alternative areas in the future, said Burgess, who has been invited to work on developing a response plan in Reunion Island this spring.
“Ironically, in this very foreign environment that has animals and plants that can do us harm, we often don’t seem to exhibit any concern at all, we just jump in,” Burgess said.
Surfers were the most affected group, accounting for about 60 percent of unprovoked attacks, largely due to the provocative nature of the activity. Swimmers experienced 35 percent of attacks, followed by divers, with about 5 percent.
“When you’re inside the water, there’s much less chance of sharks making a mistake because both parties can see each other,” Burgess said. “Surfing involves a lot of swimming, kicking and splashing.”
Despite the number of deaths being higher than other years, people should remember how much of a threat humans are to sharks, Burgess said. With worldwide over-fishing, especially to meet demands for flesh and fins used in shark fin soup, an expensive Asian delicacy, humans pose a greater threat to elasmobranchs (sharks, skates and rays) than sharks do to humans.
“We’re killing 30 to 70 million sharks per year in fisheries — who’s killing who?” Burgess said. “The reality is that the sea is actually a pretty benign environment, or else we’d be measuring injuries in the thousands or millions per year.”

Franklin County approves 750 dollar bonus for county workers (amended)

Countyworkers will get a nice surprise in their next paycheck.

The Franklin CountyCommission approved a 750 dollar bonus for each county employee on Tuesday.

That includes all workers in county departments like the landfill and road campas well as workers for constitutional officers like the sheriff' department and Clerk of Court.

The board said the one-time bonus will cost thecounty about 145 thousand dollar which they will take from reserve forcontingency.

Commissioners felt the bonus was justified becauseit has been years since county workers have had a raise and Commissioner BevinPutnal said that is having a devastating effect on morale.

Many county workers are also doing more than theywere the last time they got a pay increase because the county has had a hiringfreeze in effect since 2007 as a way to meet tighter budget realities.

The decision to give bonuses was a surprise.

Commission Chairman Pinki Jackel was certainlycaught off guard.

She wanted to delay the vote until the next meetingjust to find out what the bonuses would cost, but had to settle for a vote atthe end of Tuesday’s meeting to give the budget office a few hours to researchthe plan.

Miss Jackel did vote for the bonuses along with theother three commissioners at the meeting.

County airs safety concerns about Carrabelle annex

Franklin Countycommissioners are taking a look at the security at the courthouse annex incarrabelle.

The security issue was raised by tax collectorJames Harris who has an employee at the site every weekday.

She is generally there alone except on Thursdayswhen the Clerk of Courts office also has a worker there.

And she collects money – some of which is in cash -which has led to concerns that the office could be robbed.

Mister Harris said he would not be comfortable ifhis wife or daughter worked at the site alone.

The board agreed – and told Mister Harris to hire asecond person to work at the office for the rest of the budget year when theywill reconsider the issue.

The board also asked that Alan Pierce evaluate thebuilding for security upgrades that include having to buzz people in orinstalling a protective screen between the public and the workers.

Franklin County wins bid to host Dixie Youth State Softball Tournament

The Dixie Youth Statesoftball Tournament is coming back to Franklin County.

Thetournament was held in Franklin Countylast year and was a huge success, bringing 33 teams from around the state toplay at the Will Kendrick Sports Complex.

Andeach team brought plenty of family, friends and coaches.

County Commissionerssay the tournament is a big boost to the local economy and they plan on makingthis year’s tournament a big event.

Commissionerssaid that because the tournament puts “heads in beds:” they will expect theTourist Development Council to fund much of the cost.

Lastyear the county and the local tourist development council spent about 7000dollars on the event – that was mostly for the pre-tournament banquet.

CommissionerCheryl Sanders said she will take a proposal to the TDC in the next few weeks.

Theboard also said the tournament will be a good way to provide overtime for roadcamp and solid waste employees and approved a motion that workers from bothdepartments will be eligible to work at the tournament for a little extramoney.

Theboard said they will figure out the details of how to cover the overtime costslater.

National – NOAA-Supported Whale Rescue Inspires Hollywood

Universal Pictures recently premiered Big Miracle, a new movie inspired by "Operation Breakthrough," the real-life rescue of three gray whales trapped by sea ice off the coast of Barrow, Alaska, in 1988. Dave Withrow, a NOAA Fisheries marine mammal biologist, participated throughout the two-week rescue. National - U.S. Fish and Wildlife Service and NOAA Fisheries Extend Comment Period on Proposed Policy to Improve Implementation of Endangered Species Act; Comments Now Due March 8

The U.S. Fish and Wildlife Service and NOAA Fisheries, the two federal agencies responsible for administering the Endangered Species Act, recently announced a 30-day extension of the public comment period on a draft policy interpreting the phrase "significant portion of its range" in the Act's definitions of "endangered species" and "threatened species." Considering the complexity of the issues addressed in the draft policy and the level of public interest, the agencies determined that additional time for public comment will be particularly valuable for this action. The public comment period on the draft policy will now close on March 8, 2012. Information about this policy and how it will improve administration of the Act can be found online. Read more

National – NOAA Honors the Regional Fishery Management Councils

On January 30, 2012, NOAA and NOAA Fisheries honored the eight fishery management councils for their role in shaping the science-based management of U.S. fisheries and the historic milestone to be achieved this year with the implementation of annual catch limits on all federally managed fisheries. These eight councils and the challenges unique to each of their regions, have developed the diverse innovations in management and science that defines U.S. fisheries. Presided over by the Under Secretary for Oceans and Atmosphere, Jane Lubchenco, Ph.D., recognized each council with a plaque for their unique contributions to managing the nation's fisheries. National - New Method Improves Recreational Catch Estimates

As part of NOAA's ongoing work to improve the accuracy of and confidence in recreational fishing data, NOAA Fisheries and leading experts in the field have developed a new peer-reviewed method for calculating recreational catch estimates. The new technique addresses a major recommendation made by the National Research Council for improving our recreational data collection program and fulfills an important mandate of the Magnuson-Stevens Act.

The new catch methodology fixes a "mismatch" between the way we collect information from anglers during dockside interviews, and how we use that data to generate catch estimates. There are no consistent trends either in size or direction of change between the improved Marine Recreational Information Program estimates and what has been previously reported. On a species-by-species basis, some estimates go up, some go down, and some remain about the same. However, in all cases, the numbers are more accurate. Read more

National - New Probiotic Bacteria Shows Promise for Use in Shellfish Aquaculture

Researchers at NOAA's Milford Laboratory in Milford, Conn. have shown that naturally-occurring bacteria isolated from the digestive glands of adult eastern oysters (Crassostrea virginica) and northern bay scallops (Argopecten irradians irradians) may be used as potential probiotic candidates in oyster larviculture. The use of probiotic bacteria, isolated from naturally-occurring bacterial communities, is gaining in popularity in the aquaculture industry as the preferred, environmentally-friendly management alternative to the use of antibiotics and other antimicrobials for disease prevention. Known to the public for their use in yogurt and other foods to improve human digestion and health, probiotic bacteria isolated from other sources can also be used to improve survival, nutrition and disease prevention in larvae grown in shellfish hatcheries. National – NOAA Fisheries Seeks Public Comment on Revising Guidelines for Preparing Marine Mammal Stock Assessment Reports; Comments due March 26

The Marine Mammal Protection Act provides only general guidance on assessment methods and on the content of the Reports. As a result, NOAA Fisheries and the U.S. Fish and Wildlife Service have held a series of workshops since 1994 to develop guidelines that may be consistently applied nationally to marine mammal stock assessments. NOAA Fisheries is currently seeking public comments on draft revisions to these guidelines. Comments must be received by March 26, 2012. Read more or submit a comment.

Pacific Islands - NOAA Fisheries Removes Aggressive Monk Seal KE18 from the Northwestern Hawaiian Islands

An aggressive Hawaiian monk seal known for attacking pups and juvenile seals in the Northwestern Hawaiian Islands, has been removed from the wild and is no longer a threat to young monk seals at Midway and Kure. Crews carefully caught the seal, known as KE18, and sedated him with valium. The nine-year-old seal was placed in an outdoor cage for about nine hours before being flown over to Honolulu. KE18 is staying temporarily at the Waikiki Aquarium, and officials said he is adjusting nicely. Dr. Charles Littnan, lead scientist for NOAA's Monk Seal Research Program, said KE18's aggressive behavior in the wild is not uncommon, but what causes such behavior is still unknown. The plan is to relocate KE18 to a marine lab at the University of California Santa Cruz for two years. His aggressive behavior will be studied, and scientists can also gather research vital to monk seal conservation efforts. After KE18's two-year stay, NOAA officials plan to move him to what they hope will be his final home, Oahu's Sea Life Park. He will not be released back into the wild. NOAA says euthanizing KE18 is still an option if the current plan fails. Read more

Northeast – NOAA Fisheries Seeks Public Comment on Exempted Fishing Permit for Atlantic Surfclam and Ocean Quahog; Comments due Feb. 21

NOAA Fisheries is soliciting public comment on an exempted fishing permit application that would exempt up to three commercial fishing vessels from the Atlantic surfclam and ocean quahog Georges Bank Closure Area. This would continue research to assess the performance of an approved sampling protocol and to allow for continued sample collection and testing to obtain additional data in locations where toxin levels may be higher than were present during the pilot phase of the study. Comments must be received on or before February 21, 2012. Read more or submit a comment.

Northeast/Southeast - New Protections in Place for Atlantic Sturgeon

NOAA Fisheries recently announced a final decision to list five distinct population segments of Atlantic sturgeon under the Endangered Species Act. The Chesapeake Bay, New York Bight, Carolina, and South Atlantic populations of Atlantic sturgeon will be listed as endangered, while the Gulf of Maine population will be listed as threatened.

It has been illegal to fish for, catch or keep Atlantic sturgeon for more than a decade. The listing decisions will not have an immediate effect on fishing. NOAA will work with fishery management councils, interstate fisheries managers, state agencies, and the fishing industry to find ways to further reduce bycatch of Atlantic sturgeon in federal and state waters without unduly hampering fishing activities. For example, NOAA continues to fund research to test modifications to fishing gear that can reduce bycatch of fish, including Atlantic sturgeon. Read more

Southeast - NOAA Fisheries Requests Public Comments on Actions Affecting South Atlantic Black Sea Bass; Comments due April 2

NOAA Fisheries requests public comments on Amendment 18A to the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic Region. The primary purpose of Amendment 18A is to reduce effort in the black sea bass component of the snapper-grouper fishery to address the continued shortening of fishing seasons caused by derby fishing conditions, and to improve data reporting in the for-hire sector of the snapper-grouper fishery. Comments on Amendment 18A must be received no later than April 2, 2012. Read more or submit a comment.

Northwest – NOAA Fisheries Proposes Changes to Pacific Halibut Catch Sharing Plan for Washington, Oregon, and California; Comments due Feb. 21

NOAA Fisheries is proposing to approve and implement changes to the Pacific Halibut Catch Sharing Plan for the International Pacific Halibut Commission's regulatory Area 2A off Washington, Oregon, and California. NOAA Fisheries proposes to implement the portions of the Plan and management measures that are not implemented through the Commission. These measures include the sport fishery allocations and management measures for Area 2A. These actions are intended to enhance the conservation of Pacific halibut, provide greater angler opportunity where available, and protect overfished groundfish species from being incidentally caught in the halibut fisheries. Northwest/Southwest – NOAA Fisheries Releases Pacific Coastal Salmon Recovery Fund 2011 Report to Congress

The Pacific Coastal Salmon Recovery Fund was established by Congress in FY 2000 to protect, restore, and conserve Pacific salmon and steelhead populations and their habitats. Under the Fund, NOAA Fisheries manages a program to provide funding to states and tribes of the Pacific Coast region -- Washington, Oregon, California, Nevada, Idaho and Alaska. The thousands of Fund projects that have been implemented throughout the region have made important contributions to improve the status of Endangered Species Act-listed species, prevent extinctions, and protect currently healthy populations. These accomplishments are summarized in independent reviews and annual Reports to Congress. The 2011 Report is now available online.

Southwest - Area of West Coast Now 'Critical' to Leatherbacks

NOAA recently designated 41,914 square miles of marine habitat in the Pacific Ocean off the coasts of California, Oregon and Washington as critical habitat to provide protection for endangered leatherback sea turtles. This designation will not directly affect recreational fishing, boating, and other private activities in critical habitat. Critical habitat designations only affect federal projects that have the potential to adversely modify or destroy critical habitat. Critical habitat designations aid the recovery of endangered and threatened species by protecting habitat that the species rely on.

NOAA and U.S. Fish and Wildlife Service have already designated critical habitat for leatherback turtles along Sandy Point Beach at the western end of the island of St. Croix, U.S.V.I., and in adjacent Atlantic coastal waters. NOAA is designating this additional critical habitat in the Pacific Ocean as a result of a petition to revise the existing critical habitat for leatherbacks to include important habitat off the U.S. West Coast. Southwest - Aerial Survey of Gray Whales Takes Off

Whale researchers are taking to the sky to study the gray whale migration that is currently underway off the coast of California. The Southwest Fisheries Science Center's whale research team is conducting aerial surveys from a twin otter plane to capture photos of the gray whales that are swimming south on their annual migration from their summer feeding grounds in the Arctic to their winter calving areas in warmer waters off the coast of Baja California and in the Gulf of California. These surveys are a non-invasive way to assess the body condition of gray whales in order to gain valuable information about their reproductive and nutritional status. Read more

NOAA Fisheries Announces Workshops on Protected Species Release, Disentanglement, and Identification and Atlantic Shark Identification in February and March 2012

Free Atlantic Shark Identification Workshops and Protected Species Safe Handling, Release, and Identification Workshops will be held in February and March of 2012. Certain fishermen and shark dealers are required to attend a workshop to meet regulatory requirements and maintain valid permits. Specifically, the Atlantic Shark Identification Workshop is mandatory for all federally permitted Atlantic shark dealers. The Protected Species Safe Handling, Release, and Identification Workshop is mandatory for vessel owners and operators who use bottom longline, pelagic longline, or gillnet gear, and who have also been issued shark or swordfish limited access permits. Additional free workshops will be conducted during 2012. Click here for dates, times, and locations.

Woods Hole Science Institutions Offer Undergraduate Summer Program on Cape Cod; Applications due Feb. 15

The Partnership Education Program (PEP), a project of a consortium of six science institutions in Woods Hole, Mass., is seeking applicants for a 10-week summer program that combines undergraduate course work with research in marine and environmental science. Launched in 2009, PEP is an ongoing diversity program designed to recruit talent from minority groups that are under-represented in marine and environmental sciences. The 2012 PEP program will run May 31 through August 10. The 2012 program will cover the cost of tuition, travel, room and board, and provide a stipend. Students who apply by February 15 will have priority for admissions and financial support. Northwest Fisheries Science Center Hosts Science Symposium on March 14-15

NOAA's Northwest Fisheries Science Center is hosting its 3rd Science Symposium on March 14-15, 2012 at NOAA's Sand Point facility, Building 9 Auditorium in Seattle, WA. The goals of this event are to foster communication and collaboration among our scientists as well as to showcase new and exciting areas of our fisheries science in the Pacific Northwest and beyond. The 2-day symposium will consist of oral presentations and posters contributed by Northwest Fisheries Science Center scientists. Presentations will highlight research areas related to the four key themes that encompass our research:
     1. Ecosystem management for the California Current Large Marine
     2. Habitats to support sustainable fisheries and recovered populations
     3. Recover, rebuilding and sustainability of marine and anadromous species
     4. Sustaining marine ecosystem and human health

Woods Hole Science Aquarium Announces 2012 Summer Programs for High School Students; Applications due March 15

The Woods Hole Science Aquarium is offering two summer programs for high school students in 2012, a five-week internship and a two-week seminar devoted to careers in marine science. Both programs are designed for students who are interested in marine science and marine animals, aquarium operations, and marine education and conservation. To participate in either the internship or the seminar, students must have finished 10th, 11th or 12th grade and must be at least 16 years old by July 2. Applicants must have U.S. citizenship. Application forms are available in the aquarium and online. Applicants must also provide a transcript and two references. E-mail applications are welcome. All application materials must be postmarked by March 15. The 2012 interns and seminar participants will be announced by March 30. Read more

Northeast Fisheries Science Center Announces 2012 Bradford E. Brown Summer Internship Program for Undergraduate Students; Applications due April 15

The Northeast Fisheries Science Center is offering summer employment /internship positions in 2012 through its Bradford E. Brown Student Internship Program. Named for a retired NOAA Fisheries scientist who was a leader in introducing young people to fisheries science, the program offers a limited number of paid summer positions during May to September distributed across Center programs and laboratories. Research topics include population biology and dynamics, resource assessment and environmental surveys, taxonomy, physical and biological oceanography, social sciences, data management, larval fish/plankton ecology, large marine ecosystems, aquaculture, biotechnology, remote sensing, protected species and apex predators. To participate in the internship program, applicants must be an active full-time student or half-time undergraduate/graduate student at a college or university for the upcoming 2012 school year at the time of application, or be accepted as a full-time or half-time student in an academic program for the 2012 school year by the time the summer position begins. Applicants must be a U.S. citizen. All completed application materials must be postmarked by April 15, 2012. Read more

Gulf of Mexico Fishery Management Council February 2012 Update

The Gulf of Mexico Fishery Management Council met in Mobile, Alabama January 30 - February 2, 2012, to discuss a number of fishery issues, including Reef Fish Amendment 35 for Greater Amberjack, a Regulatory Amendment to increase the Red Snapper Annual Catch Limit, and Joint Amendment 11 to the Spiny Lobster Fishery Management Plan. During the weeklong meeting, the Council took the following actions:

Greater Amberjack - Reef Fish Amendment 35

The Council delayed taking final action on this amendment until its April meeting in Corpus Christi, Texas. The Council has selected preferred alternatives that would: set the Annual Catch Limit at 1,780,000 pounds whole weight and establish an Annual Catch Target of 1,539,000 pounds whole weight; retain the 30" recreational minimum size limit and a June-July recreational closure, and; retain the March - May commercial closure and establish a 2000-pound commercial trip limit.

Red Snapper Regulatory Amendment to Adjust Annual Catch Limit
The Council approved and took final action on a regulatory amendment that increases the red snapper stock Annual Catch Limit for 2012 and 2013 to 8.080 million pounds and 8.690 million pounds respectively. No Annual Catch Targets were set. Sector quotas will be set equal to the sector Annual Catch Limits.

The proposed 2013 increase will occur only if the 2012 stock Annual Catch Limit is not exceeded. The regulatory amendment will be submitted to the Secretary of Commerce for approval and implementation.

Also related to red snapper, the Council discussed an options paper for a regulatory amendment that would consider adjustments to the structure of the red snapper season by exploring weekend or weekday only red snapper fishing for both the regular snapper season and for any supplemental seasons that may occur. The Council selected the no action alternative as the preferred alternative for both actions, and tabled further development of the amendment.

Gray Triggerfish Update Assessment

The latest gray triggerfish update stock assessment continues to show that the stock is overfished (population is too low) and experiencing overfishing (rate of removal is too high). As a result, the Gulf Council's Scientific and Statistical Committee recommended that the gray triggerfish Acceptable Biological Catch be set at 305,300 pounds whole weight. As a rule, an Annual Catch Limit cannot be higher than the Acceptable Biological Catch, so the current stock Annual Catch Limit of 793,000 pounds must be adjusted. The Council initiated the development of an interim rule for consideration during the April Council meeting that would reduce the gray triggerfish Annual Catch Limit to 305,000 pounds, reduce the Annual Catch Target, and give NOAA Fisheries authority to close the season when catch limits are reached. For comparison, gray triggerfish total catches were 496,000 pounds in 2008, and 482,000 pounds in 2009. In 2010, the year of the Deepwater Horizon incident, landings were 352,000 pounds.

As a follow-up to the interim rule, which lasts for only 180 days (with a possible extension of an additional 186 days), the Council also initiated a framework action to make the interim rule measures permanent, address a possible bag limit reduction, minimum size limit adjustments, and extend the timeframe for the rebuilding plan from si years to 10 years, the maximum allowed.

Spiny Lobster - Joint Amendment 11

The Council took final action on Joint Amendment 11 to the Spiny Lobster Fishery Management Plan. The South Atlantic Fishery Management Council is expected to take final action in March. The amendment will then be sent to the Secretary of Commerce for approval and implementation.

This amendment addresses a recent Biological Opinion of the spiny lobster fishery that concludes that spiny lobster trap fishing activities put sea turtles, smalltooth sawfish, and staghorn and elkhorn corals at risk.

Preferred Alternatives for this amendment include a "No Action" alternative that results in no trap line marking requirements for spiny lobster traps, and an alternative that establishes new closed areas in the federal waters off the Florida Keys with identified staghorn and elkhorn coral colonies inside straight-line boundaries. In these closed areas, spiny lobster trapping would be prohibited.

Finally, after hearing requests from the spiny lobster commercial fishing industry, the Council moved to subdivide closed area 2 into two closed areas; area 15 into three closed areas; and area 30 into two closed areas. This action created 60 closed areas, but reduced the estimate of closed area from 6.7 square miles to 5.9 square miles.

The Amendment will be sent to the Secretary of Commerce for approval and implementation.

Crew Size and Income Requirement- Reef Fish Amendment 24
The Council took final action on an amendment that eliminates the earned income requirement necessary for commercial reef fish vessel permit renewal, and it increases the number of crew allowed on dually permitted (commercial and charter) vessels from three to four. The amendment will be submitted to the Secretary of Commerce for approval and implementation. For more information see the proposed amendment.

Coastal Migratory Pelagic Amendments 19 and 20
Amendment 19 considers limiting the sale of recreationally caught fish and making changes to the permit requirements for the Coastal Migratory Pelagic fishery. Amendment 20 considers modifying commercial zone boundaries, changing the commercial opening date for the western zone, establishing a transit provision, and requiring vessel zone declarations. Scoping meetings for both amendments will be held this spring. Details will soon be posted on our web site at www.gulfcouncil.org.

Generic Amendment for Dealer Permits and Electronic Reporting
This amendment proposes changes to seafood dealer reporting requirements for fishery management plans of the Gulf of Mexico, South Atlantic, and two joint fishery management plans. Three actions are under consideration:

What dealer permits would be required, and for which species?
How frequently and by what method would dealers be required to report?
Are there penalties for non-reporting or late reporting?
Scoping meetings for this generic amendment will also be held in the spring. Details will soon be posted on our web site at www.gulfcouncil.org.

Apalachicola National Forest Prescribed Burning Today

TALLAHASSEE, Fla. – The U.S. Forest Service is prescribed burning in the Apalachicola National Forest today.

The 1,671 acre prescribed burn will take place near Queens Bay in the area of Forest Roads 126 and 111. The burn will improve wildlife habitat, eliminate vegetation build up and reduce the threat of wildfires.

People are reminded that the smoke they may see today and tomorrow in this vicinity is not coming from a wildfire. Motorists are cautioned to drive slowly with lights on while traveling in smoky areas. Drivers should be particularly cautious in areas where prescribed fires have taken place when it is foggy. Morning fog can mix with smoke and decrease visibility further.

This is one of many prescribed burns the Apalachicola National Forest is doing during the 2012 prescribed burning season.

Individuals who are sensitive to smoke may contact the Apalachicola Zone Fire Management Officer at (850) 926-3561, ext. 6523, to be placed on a notification list for future burns.

Carrabelle city commission defers alcohol sales decision to planning and zoning board

The Carrabelle City Commission last week decided to let itsPlanning and Zoning board try to work out a compromise on a proposed change toCarrabelle’s liquor ordinance.

The ordinance, which is nearly 80 years old, requires thatbusinesses that serve alcohol be at least 500 foot away from churches andschools.

The problem is the rule basically keeps alcohol out of mostof the city’s commercial district.

In the past few years the city has been looking at alcoholsales on a case- by-case basis.

Now there is a business on Tallahassee Street very near aMethodist Church that would like to be able to sell beer and wine but therequest is being opposed by some churches and city residents.

The city commission has already held a public workshop onthe issue and was expected to make a final decision last Thursday but foundthemselves unable to do so.

So instead the board decided to pass the issue down to thePlanning and Zoning Board in the hopes it can find a good compromise.

The commission will consider the issue again in March whenthe board meets again.

The Northwest Region covers 16 counties in the FloridaPanhandle, from Jefferson County west.

The FWC announced onFriday that Bruce Cooper will take over for retiring Major Dave Pridgen asRegional Commander for the FWC’s NorthwestRegion.

The traditional pinning ceremony was held last week in the FWC’sPanama City office, when gold oak leaves were pinned to his shirt and he becamea major.

Cooper began his conservation law enforcement career in 1985as a wildlife officer in Broward County.

Since then, he has worked his way through the ranks as aninvestigator, training lieutenant, investigative lieutenant, patrol supervisorand captain.

Most recently, as an area captain in Bay County, Cooperoversaw investigations for the entire Northwest Region.

Franklin County Commission meets tomorrow

Franklin County commissioners will have a busy morningtomorrow.

The commission will meet in Apalachicola with a relativelyfull agenda that includes a discussion with Franklin County Tax Collector JamesHarris about security at the courthouse annex in Carrabelle.

The board will also hear from Helen Spohrer about a BPbuy-back program and get an update from Tourist Development Councilrepresentative Curt Blair about TDC expenditures.

Cindy Drapel will update the board about activities at WeemsMemorial Hospital and St. George Island fire chief Jay Abbott will update theboard about emergency communications in the county.

Lesiie Palmer, the Director of the Florida Division ofAquaculture, will also be at the meeting to discuss two issues the Board raisedat their last Board meeting- eliminating the harvesting seasons, and improvingthe shell-planting program.

The commission will also open bids on Tuesday for a bridgeproject for Highway 67.

County commission meetings are open to the public so if youwould like to attend tomorrow’s meeting it begins at 9 AM at the FranklinCounty Courthouse Annex in Apalachicola.

Routine Inspection on S.R. 300 across Bryant Patton Bridge

Chipley – Motorists traveling in the northbound lanes of State Road 300 across the Bryant Patton Bridge between Eastpoint and St. George Island will encounter intermittent lane closures Tuesday, Feb. 7 through Friday, Feb. 10. Transfield Services Bridge inspectors will perform a routine inspection and repairs on the structure. Motorists can expect intermittent lane restrictions between 8 a.m. and 5 p.m. daily.

Routine inspections are one tool the Department uses to provide a safe transportation system, an example of the dedication to making travel in Florida safer and more efficient.

Drivers are reminded to pay attention to the speed limit when traveling through the construction area, and to use caution, especially at night when driving in work zones.
